How to use this site

A short tour of what is on each page, who it is for, and where to go first depending on what you are trying to do. No prior knowledge assumed.

What this site is

If your organisation has to report on sustainability in Singapore, the information you need is scattered. The rules are on one government site, the reporting standards on another, and the numbers you need to calculate emissions somewhere else again. All of it changes.

This site pulls those three things into one place:

  • The rules — what Singapore requires, who it applies to, and by when.
  • The standards — the international rulebooks (GRI, ISSB, ISO 14064) that say how a report should be written.
  • The numbers — emission factors, which convert everyday activity like electricity use into a carbon figure.

It also watches the official websites for you and lists anything new, so you do not have to check twenty pages by hand.

Pick whichever of these sounds most like you.

“I have just been told we need to report. What applies to us?”

Go to SG Regulations. Each entry says plainly who it applies to, the size or emissions threshold that pulls an organisation in, and the dates things start. The ones that catch the most organisations are listed first.

Go to Frameworks. A framework is a rulebook for what a sustainability report should contain. Each page explains what that rulebook asks for, and — importantly — a section called “What this means in Singapore” that connects it to the local rules.

Five things worth understanding

You do not need these to browse, but they make everything else click.

Emissions are sorted into three buckets. Scope 1 is what you burn yourself — fuel in your own vehicles, gas in your own boiler. Scope 2 is the electricity you buy: you did not burn anything, but a power station did on your behalf. Scope 3 is everything else in your value chain — what your suppliers emit making things for you, staff commuting, business flights, customers using your product. Scope 3 is usually the biggest and the hardest to measure. On this site, each emission factor is tagged with the scope it belongs to.

It is a conversion rate. You know you used 50,000 units of electricity; you want to know what that means in carbon. The emission factor is the number you multiply by. Singapore's electricity factor is roughly 0.4, meaning each unit of electricity used here is associated with about 0.4 kilograms of carbon dioxide. The exact figure is published every year by the Energy Market Authority and it changes, which is why every factor on this site is labelled with the year it applies to.

Use the factor for the year you are reporting, not the newest one. If you are reporting your 2024 financial year, use the 2024 factor. Singapore's electricity factor moves annually as the mix of power stations changes, so using the wrong year quietly produces a wrong answer that is hard to spot later. Every factor on this site shows its year in its own column.

For bought electricity there are two accepted ways to calculate, and larger reporters are expected to show both. Location-based uses the national average — the ordinary way. Market-based reflects any specific clean-energy contracts you have bought. If you have not bought anything special, the two are effectively the same. The calculator on this site does the location-based version.

Every figure, date and obligation on this site carries a link to the government department or standards body that published it. That is deliberate. Regulators do not accept “a website said so”. Treat this site as a fast way to find the right source and understand it — then click through and cite the original in anything you file.

Three common tasks, step by step

Find the electricity emission factor for a given year

  1. Open Emission Factors.
  2. The Singapore electricity figure is highlighted in the box at the top, with earlier years listed beside it.
  3. Read across the row: the number, the unit it is measured in, and the year it applies to.
  4. Click the source link on the right to open the official publication. Cite that, not this page.

Estimate the emissions from your office electricity

  1. Open the Calculator.
  2. In the first dropdown, choose the Singapore electricity factor for your reporting year.
  3. Type your annual electricity use into Quantity. The grey box beside it tells you the unit expected — match it to your bill.
  4. Give it a label like “Head office FY2025” so the result is readable.
  5. Click Add activity for anything else you want to include, then Calculate.
  6. The result shows each line, the factor used, the source, and the total. Read the grey note underneath before using the number for anything official.

Keep watch on a website this site does not cover yet

  1. Open Sources.
  2. Paste the organisation's news page address into Add a source by URL.
  3. Give it a name and click Detect.
  4. The site works out how to read that page by itself. If it can, the source is added and checked from then on. If it cannot, it tells you rather than adding something broken.

Four things to be careful about

1. Always click through to the source. This site is a fast way to find and understand official information. It is not a substitute for it. Anything going into a regulatory filing should cite the original publication.

2. Check the year on every number. Emission factors are dated. The newest is not automatically the right one — the right one is the one for the year you are reporting.

3. The calculator is for a rough estimate. It is useful for getting a sense of scale or sanity-checking someone else's figure. A report that is actually filed needs decisions this tool does not make for you, such as exactly which parts of the business to count.

4. Some entries are marked “indicative”. That label means the figure could not be confirmed against an official publication with full confidence. Treat those as a starting point for your own checking, not as settled fact. Entries without the label were verified against a primary source.
